Cory Higgins

As co-founder and managing partner of Legacy Risk, Cory is in charge of strategic planning, client service, operations, and business development.

Following several years of working in the Bay Area with Marsh, Frank B. Hall (AON) and DSI (AON), Cory joined California Insurance Center (CIC) in 1991. As a third generation insurance broker, Cory followed in the footsteps of his father and grandfather as past leaders of CIC — a firm founded in 1929. As CEO, he was instrumental in growing CIC into one of the largest and most reputable independent brokers in California.

In 2008, CIC merged with Arthur J. Gallagher, where Cory served as Area Chairman focusing on operations, acquisitions and client service. After three years, he wanted to get back to his independent roots and rebuild a boutique insurance brokerage founded on superior client service. In 2012, Cory and co-founder Dan McCormick made the decision to purchase their commercial clients and co-founded Legacy as an independent insurance brokerage.

Over the past 30 years, Cory has developed extensive risk management and insurance programs for real estate, construction, wholesaler, manufacturer and retail firms nationally. He has participated as a strategic advisor working with his clients to manage their business exposures focusing on implementing risk management techniques to reduce their overall cost of risk. Cory has extensive experience working with real estate owners creating master insurance programs which enhances coverage while reducing cost. In addition, he has strategically advised and produced large Wrap/OCIP programs for his real estate development clients.

Currently, Cory serves on a few advisory boards of privately held companies. He has also served on various agency councils and has earned his Certified Insurance Counselor (CIC) designation. Concurrent with his career, he has worked to give back to his community through involvement on the boards of several nonprofits and charitable causes.

He is a fifth generation native of the Bay Area, and graduated from UC Berkeley in 1987.
